As you’ve suggested, it has nothing to do with Twitter’s rules. The rules are just a smokescreen. The problem is woke Twitter employees are given the power of censorship, and they use that power in the expected way: they censor ideas, people and comments they disagree with, then use the rules as fig leaf to cover up their blatant censorship.
One of the creepiest phrases in HRspeak is “human capital”. I cringe every time I see it. “We’re running low on human capital, load up the hopper with another truckload!”
Another related problem is the large group of people who say they support freedom of expression but then in the next breath say you shouldn’t be allowed to offend Muslims, essentially because some Muslims will get really angry and commit violent acts. They don’t really see the contradiction and they think they’re just being reasonable.
The Mpreg/anal stuffing discussion is immortal greatness, like Michelangelo’s David. A copy of it needs to go into a vault under the Arctic permafrost to be discovered by alien archaeologists a billion years hence.

Although I was not explicit about this in the article, I should point out that I strongly oppose any efforts to sanction individuals for thinking, saying, or writing things that might offend someone. Firing someone for a misplaced joke or for telegraphing their political preferences is beyond insane, it’s downright evil.
